On July 2, 2019, a meeting was held in Pakhtasanoat Ilmi Markazi JSC.
The meeting was led by Mr. Tokhir Kuliev, Director General of the Science Center. The Academic Secretary Mr. Mansur Muminov informed on the first issue on the agenda – “On the implementation of the Resolution of the President of the Republic of Uzbekistan PP-3559 dated February 23, 2018 “On measures to fundamentally improve the activity of «Pakhtasanoat Ilmi Markazi» JSC”. Speaking on this issue, Advisor to the General Director for Science E.Maksudov, heads of laboratories and departments A.Akhmedov, R.Jamalov, E.Kulboev, B.Irgashev, R.Sulaymonov and others expressed their opinions and suggestions on the subject matter.
In his speech, the Director General Mr. Kuliev, pointed out the need for timely and prompt resolution of the individual tasks that were not completed until today, as specified in the Presidential Decree. It was noted that all the necessary conditions will be created and financial support will be provided to accomplish the tasks set, and that the main goal, ultimately, should be the effective introduction of scientific research into production.
It was entrusted to the heads of departments of the Scientific Center to complete, in the prescribed manner, the fulfillment of the instructions provided for in paragraphs 17 and 18 of the annex to this Resolution, as well as critically analyze the progress of the tasks identified in other paragraphs and inform about tasks accomplishment at the next meeting of the Scientific Council.
On the second issue on the agenda, T.Kuliev pointed out the need for careful use of equipment and machinery in laboratories and premises, maintaining them in working order and cleanliness. He warned about the application of administrative measures to violators of internal labor regulations.On the third issue of the agenda, Mr. Kuliev gave specific instructions on how to put in order and the working condition of the stands and test equipment in the Collective use laboratory. The issues of improving the work on testing scientific developments directly in this workshop, as well as taking measures, by departments and laboratories, to organize the necessary work were discussed. Departments and laboratories were ordered until July 18 to put in order and working condition stands and devices in the collective laboratory. Responsible persons were instructed to compile lists of necessary spare parts and ensure their delivery within two days.
Speaking on the fourth issue on the agenda, Mr. Kuliev gave relevant instructions on the preparation of drawings made by the Scientific Center of initial designs, and the use of design drawings for their mass production.Mr. Kuliev spoke about the need to get Master’s Degrees for 11 young employees with a Bachelor’s degree, as well as their need to study foreign languages, improving the skills on conducting scientific research. Along with this, he noted that it is necessary to assign to each of 18 scientists, who have many years of experience, at least two young employees, thereby to set up a “mentor-student” system.
